After the Senate failed to ratify the United Nations Convention on the Rights for Persons with Disabilities (CRPD) yesterday, Senator Harkin expressed his extreme disappointment on the Senate Floor. The treaty had bipartisan support and promotes human rights for people with disabilities around the world. It was defeated by a 61-38 vote.
